Lucila Santos is the director of the International Network of Civil Liberties Organizations (INCLO). She holds a master of arts in security policy studies from George Washington University and leveraged her expertise in regional security policy at the Washington Office on Latin America (WOLA) and at the Centro de Estudios Legales y Sociales (CELS), an Argentinian human rights NGO, before joining INCLO in 2013.
The International Network of Civil Liberties Organizations (INCLO) is a network of 16 independent national human rights and civil liberties organizations from the Global South and North. INCLO supports collaboration and shared learning among leading domestic groups working to defend fundamental rights in increasingly restrictive political environments.
