Raymond A. Smith, PhD, LLM, is a senior lecturer and executive committee member with the Human Rights Practice Program in the School of Global Studies at the University of Arizona. He is also an adjunct associate professor with the Center for Global Affairs Studies at New York University and author of the book Extending International Human Rights Protections to Vulnerable Populations.
