Raymond A. Smith, PhD, LLM, is a member of the executive committee of the Program in Human Rights Practice at the University of Arizona and an adjunct associate professor at New York University’s Center for Global Affairs. He is the author of the book Extending International Human Rights Protections to Vulnerable Populations and editor of the UArizona HRTS Blog.
